Resolves relative workspace paths against the current working directory, prevents duplicate compaction hook dispatches and compaction index inflation, and adds support for Vertex AI gateway authentication overrides.

- Workspace path resolution: Fixed relative workspace paths in LocalAgentConfig(workspaces=[...]) incorrectly resolving against app_data_dir instead of the process working directory.
- Compaction hook deduplication: Fixed on_compaction hook dispatching multiple times per compaction event and resolved over-counting in compaction_indices by adding terminal state deduplication.
